CONNECTICUT PORT AUTHORITY

The Connecticut Port Authority (CPA) is a quasi-public agency created in 2014 that is responsible for marketing and coordinating the development of the state’s ports and maritime economy. The creation of the Connecticut Port Authority represents a major commitment to invest in the state’s port infrastructure to create jobs and attract private investment to the state.

Department of Administrative Services

The Department of Administrative Services (DAS) consists of several distinct programs, including Construction Services, to provide timely, competent, cost-effective services that address the needs of State agencies, municipalities, private industry and the public. DAS, in collaboration with and through the CPA, shall provide project management oversight during the various stages of project delivery including planning, design, procurement, construction, and project close-out.

Office of Policy and Management

The Office of Policy and Management (OPM) functions as the Governor’s staff agency and plays a central role in state government, providing the information and analysis used to formulate public policy for the State and assisting State agencies and municipalities in implementing policy decisions on the Governor’s behalf. OPM, in collaboration with and through the Authority, shall also assist with the provision of project management oversight throughout the various stages of project delivery including planning, design, procurement, construction, and project close-out.

Connecticut Department of Transportation

The Connecticut Department of Transportation (ConnDOT) is responsible for the development and operation of highways, railroads, mass transit systems, ports and waterways in Connecticut. As the designated “Certifying Party,” ConnDOT has the ultimate responsibility for investigating and remediating the Project Site. ConnDOT, in collaboration with the Authority, shall ensure that the site remediation activities are implemented in compliance with the approved Remediation Action Plan and consistent with the Project Delivery Work Schedule.

Ørsted

Headquartered in Denmark, Ørsted develops, constructs, and operates offshore and onshore wind farms, solar farms, energy storage facilities, and bioenergy plants, and provides energy products to its customers. Ørsted has partnered with Eversource Energy to form an offshore wind development joint venture called Northeast Offshore LLC (NEO). The Project Site is the designated future location of NEO’s offshore wind turbine generator hub.

Eversource

Eversource Energy is New England’s largest energy provider, serving more than 3.6 million electric and natural gas customers in Connecticut, Massachusetts, and New Hampshire. Eversource Energy has partnered with Ørsted to form an offshore wind development joint venture called Northeast Offshore LLC (NEO). The Project Site is the designated future location of NEO’s offshore wind turbine generator hub.

Gateway New London LLC

Gateway New London LLC is the only independent and privately owned marine terminal in the state of Connecticut. As the deep-water marine terminal operator, Gateway has agreed to support the CPA to execute the Project. 

Moffat & Nichol

MOFFAT & NICHOL​

Moffat & Nichol is global infrastructure advisory firm that provides practical solutions to clients in the marine terminal, transportation, energy, environmental, federal, and urban development markets around the world. Moffat & Nichol serves as the Engineer of Record (EOR) for the Project. The design services include infrastructure upgrades to the State Pier and the CVRR Pier to facilitate the delivery, staging, preassembly, and load out of large offshore wind components.

AECOM

AECOM is a global infrastructure consulting firm, delivering professional services across the project lifecycle – from planning, design and engineering to consulting and construction management – on projects spanning transportation, buildings, water, governments, energy and the environment. AECOM serves as the Construction Administrator (CA) and assists the CPA with the overall management of the Project, including project scope, schedule, and budget. AECOM serves as an extension of the CPA’s staff through managing and oversight of the design and construction of the Project, including peer review of the design and independent cost estimating.

KIEWIT INFRASTRUCTURE CO.

Kiewit Infrastructure Co. is a construction and engineering organization that offers construction and engineering services in a variety of markets including transportation; oil, gas and chemical; power; building; water/wastewater; industrial; and mining. Kiewit Infrastructure Co. serves as the Construction Manager At-Risk (CMR) for the Project and will provide the required personnel, facilities, equipment and materials to effectively deliver the Project via one or more trades, skilled laborers, fabricators, erectors, and service providers.
